Both the water and the balloon have static charges. As repulsion occurs, they both have the same charge.

2. State what a non contact force is

A non contact force occurs when two electricially charged objects are close together. 

3. Describe how the charge density of the static charges would affect the size of the force.

As charge density increases, this means more charges per unit volume, or area the size of the force will increase.
